Strategic cooperation with mobile network operators
Norway is developing its new Emergency Communications Network in close cooperation with all three mobile network operators — Lyse Tele, Telenor and Telia. Nkom has entered into strategic agreements with all three operators to support testing and development activities for the new network.
These agreements mark an important milestone and establish the framework for how public authorities and commercial operators will work together to test, develop and realise the future Emergency Communications Network.
On 18 December 2025, a strategic cooperation agreement was signed, establishing the framework for long-term cooperation on testing and development. On 24 March 2026, the cooperation was further strengthened through a development agreement specifying what will be tested and how the testing activities will be carried out.
Why cooperation matters
The cooperation strengthens security, resilience, competition and innovation in emergency and preparedness communications for the benefit of emergency and preparedness users.
The cooperation provides:
- a shared framework for testing and development activities
- access to technical expertise, mobile infrastructure and 5G network slices for testing
- systematic testing and risk reduction before migration from today’s Nødnett system
- innovation arenas where operators, suppliers and users can jointly test and develop new solutions
- a common understanding of requirements while maintaining competition in the mobile market
